Division Overview & Responsibilities

The Stormwater Division supports the development and maintenance of the municipal stormwater system by adopting programs and implementing regulatory requirements for the City’s water resources.  In implementing the Clean Water Act, GA EPD issues a City permit to enforce laws based on a comprehensive Stormwater Management Program (SWMP). Through zoning and land development plan reviews, permits, maintenance agreements, and inspections, we support quality growth while minimizing cumulative impacts of land development that might otherwise result in flooding and transport of pollution to streams, wetlands, and floodplains and ultimately humans.  City environmental ordinances protect natural water resources by requiring infrastructure installation and maintenance to keep drainage systems functioning properly.   We also address illegal construction through erosion control measures, stream buffer revegetation guidelines and a landscape ordinance, to maintain groundcover and tree canopy.  The stormwater division coordinates closely with planning, code enforcement, public works and Gwinnett County DWR to investigate complaints, educate the public, and promote quality development.
