Public Hearing Item 1 - City of Lilburn FY2020/2021 Budget

As part of the FY 2020/2021 Budget Process, state law requires the Mayor and Council to conduct a public hearing prior to the adoption of the FY 2020/2021 budget ordinance. The budget ordinance will be presented for adoption at a Special Called Meeting on June 22, 2020 at 10 AM via Zoom.  

The FY 2020/2021 total budget for the City of Lilburn is $12,310,574. The city adopts balanced budgets for six funds: 

General Fund - $8,657,180
Special Purpose Local Option Sales Tax - $2,630,608
Capital Projects Fund - $922,086
Confiscated Assets Fund - $1,000
Tax Allocation District Fund - $21,600
School Zone Safety Fund - $78,100

As discussed in our budget work session on April 13, 2020, the millage rate will remain at 4.43 mils and is scheduled to be adopted at the Council meeting in August.

Resolution 2020-09 allows City of Lilburn to include the physical corporate boundaries into the overall Gwinnett County Hazard Mitigation Plan.

Agenda Item 2 - Community Development Block Grant (CDBG) – Sub-recipient Agreement for use of CDBG funds between the City of Lilburn and Gwinnett County

Staff recommends execution of the following CDBG sub-recipient agreement for the use of funds regarding Wynne Russell Drive and West Johns sidewalk – accessibility and handicap project. The grant is in the amount of $600,000 , with 100% reimbursement and no required grant match.

Agenda Item 3 - Resolution No. 2020-10, a Resolution to replace Resolution 396-10, a Resolution to approve and authorize investment in the Georgia Fund 1, Local Government Investment Pool.

Staff recommends approval of the following Resolution to update the list of individuals authorized to deposit and/or withdraw funds from the local government investment pool on behalf of the City of Lilburn by removing Kathy J. Manor, City Clerk, and adding Jenny Simpkins, Assistant City Manager. Additionally, local bank information requires updating. Resolution No. 396-10 was passed on November 8, 2010, and the Office of Treasury and Fiscal Services require cancellation or replacement of Resolution No. 396-10 to change authorizations contained within it.

Staff Recommendation:

Motion to approval Resolution No. 2020-10, a Resolution replaces Resolution No. 396-10, a Resolution to approve and authorize investment in the Georgia Fund 1, Local Government Investment Pool. Further, authorize Mayor to execute agreement on behalf of the City of Lilburn
