Approval to add Section 42-98 to Article VI for the regulation of aggressive solicitation within city limits. The ordinance defines solicitation, prohibits specific aggressive solicitation behaviors, establishes location-based restrictions, and sets penalties for violations.
The Code of Georgia requires the City Council to set its millage rate annually for real and personal property within the city’s corporate limits. The 2024 millage rate is 4.430 mills, and the 2025 roll-back rate is 4.028 mills. To maintain the millage rate at 4.430 mills, staff advertised the proposed tax increase and held three public hearings to meet state law requirements. The public hearings were held on Friday, July 11 at 10:00 a.m. and 6:00 p.m., and Monday, July 14 at 6:00 p.m. Public comments and minutes were recorded at each public hearing. A press release on the tax increase was submitted to the Gwinnett Daily, for publication on June 29th and July 2nd and information on the 2025 millage rate was posted on the City’s website. The preliminary estimated revenues indicate that property tax revenue should be approximately $4,773,926. However, a recommended conservative approach in budgeting advises that the revenues, based on estimates changing and pending appeals will limit the projection. Expected revenue from a budget basis in FY 25-26 is $4,214,410, an increase of $261,916 above the reconciled budget for FY 24-25.
Section 3.13 of the Lilburn City Charter requires the Mayor and Council to appoint a city clerk who shall not be a council member. The city clerk shall be the custodian of the official city seal and city records; maintain city council records required by this charter; and perform such other duties as may be required by the city council.
The city clerk position is a critical position within the organization. The position is the only administrative position that is appointed by the Mayor and Council. The city clerk reports to the Assistant City Manager of Operations. The position was posted in June 2025, and interviews were conducted in June 2025. Anja Peay was selected for the position.
On January 13, 2025, the Mayor and Council adopted Resolution No. 2025-01, a Resolution establishing the 2025 Municipal Election Superintendent. Addendum No. 1 to Resolution No. 2025-01 is required to correct the following notice for the 2025 Municipal Election:
- Addendum No. 1 to Resolution No. 2023-01 replaces Joann Nguyen with Anja Peay as the designated Election Superintendent.
