1.

Agenda Item No. 1: Approval of Contract No. 63-2025, a Memorandum of Agreement between the City of Lilburn and the Georgia Department of Transportation for safety and aesthetic enhancements to the replacement of the bridge on State Route 8 over Jackson Creek in the amount of $200,000.00. Funded by 2023 SPLOST.

The City partnered with LCID and the Georgia Department of Transportation on design enhancements for an upcoming bridge replacement on State Route 9 over Jackson Creek. GDOT will replace the bridge at its cost; however, cities across the state are provided the opportunity to partner with GDOT on the planned replacements if cities would like to design and fund the construction of enhancements to GDOTs plans. Examples can be seen throughout Gwinnett and its surrounding counties in cities with bridges over state routes including Suwanee, Johns Creek, and Gainesville. 

The City of Lilburn requested narrower vehicle travel lanes, a wider sidewalk, a wider multi-use path separated from traffic with an appropriate structure, lighting, and decorative features to enhance the experience for all users of the bridge over Jackson Creek at State Route 9. Modifications to the state’s plan are necessary so that the bridge, once replaced, mirrors improvements the City and LCID would like to make to the Lawrenceville Highway corridor. 

The five-year SPLOST plan includes sufficient funds for this planned project. The $200,000 contribution from the City of Lilburn will add decorative lighting with flower baskets to the bridge as well as custom parapets to replace the state’s standard concrete parapets.

Agenda Item No. 2: Approval of Contract No. 66-2025 for street repair and resurfacing various city streets within the City of Lilburn to Blount Construction Company Inc. in the amount of $512,190.31. Further, the approval of the City Manager to execute the contract.

City staff requests to repair and resurface city streets Bowers Brook Court, Highview Way, Remington Court, Remington Drive, Harvard Drive, Reeder Lane, Oakleaf Court, Durham Ridge Drive, Sterling Oaks Drive, Sterling Oaks Court, Poplar Street, Lilburn School Road, John Carroll Road, Poplar Street. Staff recommends the approval of the contract with Blount Construction Company Inc. in the amount of $512,190.31. Staff utilized the purchasing process approved by City Council and acquired the paving contractor from Gwinnett County approved provider list, then was provided pricing in keeping with the Gwinnett County pricing schedule. City staff applied for and received  two State of Georgia Local Maintenance Improvement Grants  and one Local Road Agency Grant which will provide $455,169.20: (LMIG 2025 = $151,786.95 + 30% match =$197,323.04 total), (LRA 2025 = $186,217.15), and (LMIG 2024 remaining funds = $71,629.01) to be used with this project. The required matching amount of $57,021.11 will be allocated from the City's Capital Transportation Fund.
